i hope this was true up first but now i see it somewhat doubtful because they are NO different to the 360 acheivements, same icons, and same things to do, i know it will only be logical to do this, to make both versions the same, but im oubting it now, but we'll see

They supposedly aren't retroactive, not just on GTA IV but all games that are now adding them. Meaning you'll need to play through the game again if you want them.
