While it does have some very funny aspects, I felt like, Hey, What about Claude Speed, Tommy Vercetti? All the GTA peeps?!?

They're left out perhaps due to the generational universe that is shared with GTA IV and V, however, all past GTA aspects from the gamer end get negated more and more, and in Multiplayer, it's actually a real problem, since it's depenent that people take the time to initiate player fed game play without NPC populace
